Warrington MSA gains consent

The FPCR landscape team are pleased to have helped to obtain consent for this MSA in the Green Belt on the edge of Warrington, following appeal. The scheme includes facilities building, fuel filling station, 100 bed hotel and extensive landscape areas.  Gary Holliday gave evidence at the recent planning appeal covering Green Belt openness, character and appearance.  The Inspector agreed Very Special Circumstances due to need and highway safety, and whilst acknowledging significant harm to Green Belt Openness (albeit localised) he found limited harm to Green Belt Purpose C, with no harm to the other Green Belt purposes. In terms of landscape and visual effects the inspector concluded moderate to minor harm overall. The decision can be read here.
