Consent has been granted on appeal this week for 100 dwellings at Great Leighs, Chelmsford. Whilst the inspector found that the City Council had a 5 years housing supply, the inspector agreed with the appellant that the site was not a “valued landscape” as paragraph 109 of the NPPF. The inspector went on to conclude that whilst it would be a sizeable scheme, the proposal “would reflect and respect the pattern and density of existing development within the village and would, due to its location appear as part of the village.” Gary Holliday gave evidence on landscape.
